We conducted our survey in five 🇪🇺 countries: 🇫🇷🇩🇪🇮🇹🇳🇱🇪🇸. Policy characteristics clearly affect support for a recovery fund scenario. By and large, respondents favour a permanent recovery fund with a broad scope, loan-based financing, and distribution according to need. 2/5
Important country differences exist of course. Especially, Dutch and German respondents favour loans, while Italian and Spanish counterparts favour grants.

What does this mean for overall support? We estimate that overall support for the recovery fund is quite high. Support can be increased if the Recovery and Resilience Facility (RRF) were to become a permanent feature of the EU's architecture.
