Great that EU stepping up for greater support to @who and #EU using power to promote global health governance (and maybe a power grab?)
My concern is about the “traffic light” approach to #pheic which may groups advertising 1/ https://www.consilium.europa.eu/en/press/press-releases/2020/11/06/strengthening-the-world-health-organization-the-eu-is-ready-to-take-the-leading-role/">https://www.consilium.europa.eu/en/press/...

Differentiated levels of alert make no sense in the #COVID19 context. Govs didn’t respond quick enough to #pheic in jan. had it been declared an Amber or regional concern, the risk is they’d have done even less 2/
And local/regional or middle grade #pheic risks global actors not paying attention or not providing funding to things that are not “red” or in their region.
I know this is the popular trajectory that will likely come pass, but to me it won’t work politically or logistically 3/

And yes, I recognise that I had suggested a tiered system for global heath security previously, but I think #COVID19 shows us that it’s not the right path! 4/

Would be very keen to hear arguments for how this could work... and how to incentivise implementation of a response for lower tiers!
Is this an ok answer @Gail_carson
