There are ≈ 971k total voter records in Philly excluding *known* dead and CoA flags but not duplicates or other common reasons for dirty rolls.

That's 95% VF turnout.
Just so everyone can see, here's the voter file in Philly and the query parameters. Also important to understand, we always have dirty rolls B/C the state is always behind in learning of CoAs, deaths, duplicate records, maiden names, etc.

It's simply not believable nor possible.
The vote total and share for Hillary Clinton was not at all bad given population changes. There's almost no growth in this area, which is very important to understand.

The far more likely outcome would've been Joe Biden receiving fewer votes than Hillary Clinton, not more.
