A little story we ended up being unable to squeeze into America, If You're Listening that is relevant today:

Six months before the 2016 election, New Jersey Governor Chris Christie, who had been a rival of Trump in the transition, read a newspaper story.
The story said that Trump aide Michael Glassner had been put in charge of planning the transition, should Trump win. Christie thought Glassner was unqualified for the incredibly important job.

So Christie went to Trump and demanded he be put in charge of the transition planning. Trump didn't really want to put anyone in charge of it, thinking it was a waste of time and money, but Christie insisted. Trump agreed.
Christie spent six months working on it. The day before the election, he a 30 volume plan for how to create a Trump Administration, if he was to win.
Two days after the election, Jared Kushner and Steve Bannon threw the plan out out and fired Christie.
Author Michael Lewis looked into the ramifications of this in his book The Fifth Risk. He says after Christie was fired there was absolutely no plan for transitioning into government.
The outcome of this was that Obama officials had spent time and effort preparing to bring Trump people up to speed... but no Trump people ever arrived.
