1/ Boris Johnson and Ursula von der Leyen will speak about the latest in the Brexit talks later today. For the Brits, this isn't expected to deliver a breakthrough. Sticking points of fish, level-playing field and governance still remain – here's what Barnier has had to say.
2/ In a private briefing earlier this week, Barnier said ensuring British fishermen have more opportunities in the UK's coastal waters was the 'key to reach an agreement'. The EU negotiator said UK boats would see a 'degree of development in fishing opportunities' after Brexit.
3/ Barnier went as far to say he's 'happy to compromise' if the deal is 'reasonable and sustainable' for the EU's fleet. He pushed back against reports of the arrangements being based on zonal attachment, which divides quotas on where fish are found rather than historic claims.
4/The method, favoured by No10, could see UK quotas as much as double. Barnier said this could 'spell the end of the Common Fisheries Policy' and insisted accepting a '50/50' split in UK waters would lead to the 'destruction' of the French, Belgian and Dutch fleets.
5/ On LPF, Barnier said the Brits were 'refusing point blank' to discuss a proposal put forward by the EU on state aid and non-regression of standards, in areas such as environmental and workers' rights. He described this as a 'serious blockage' in the talks.
6/ Barnier described the talks as stalling over a 'clear definition' of state aid. The EU Brexit chief suggested Lord Frost wanted to kick this issue up to the political leaders to find a compromise, but he rejected this until a 'solution' is found between the technical teams.
7/ On governance, the EU and UK have been working on a joint legal text to police a future agreement. Barnier says the EU is still looking for power to be able to quickly cross-retaliate across the deal in the event of any disputes. He hinted this doesn't fit with UK red lines.
8/ Progress has been made on police and judicial cooperation. Barnier said this was because the UK accepted the agreement must be underpinned by the ECHR. Progress also on social security and Union programmes. But still some hold-ups around data exchange.
9/ Barnier is expected to meet Lord Frost in London tomorrow to continue the talks. The EU negotiator says talks are not yet on a ‘trajectory’ for a deal and there must be movement next week in order to seal an agreement.
