As one reads through the GAO reports out there on BLM permitting, it sounds as if bureaucracy at the local level, uneven funding at BLM offices and outdated technology are the primary culprits for the lengthy permitting process.

The speed of permitting is of course moot if Biden uses EO to stop all permitting altogether, but its worth noting that doing so would be the exact opposite of what was signed into law while he was VP ..... to improve and expedite permitting.
