#LaVuelta20 - 1. There is an UCI protocol for mass sprints, applied since 2018 because GC riders usually took a 20'' gap when there was a small gap in peloton during sprint - mainy for safety.
#LaVuelta20 - 2. The mass sprint protocol states than when a stage is declared as an 'expected mass sprint finish', two groups are considered separate with a 3'' gap between last riders of a group and the first of next group instead of 1''
#LaVuelta20 - 3. Organizers decided to apply this protocol also on stages with small uphill finishes like yesterday or stage 5. In Stage 5 Roglic wasn't given any gap.

We should think it shall not be applied in these type of stages, but it's in rulebook
#LaVuelta20 - 4. After yesterday stage, UCI jury decided to do an overrule, so they did not apply the protocol in yesterday finish, with gap between group back at 1'' as normal stage. There was anyway no mention in press release.

#LaVuelta20 - 5. Protest of today was because this change was done by UCI after the race. So for example, Woods raced more carefully knowing the rule according to what Garate said.
