Some things to note. Who's read the book? Or other writings by the same author. He was Israel Panner (1908-1973), writing in 1942 under a pseudonym.
Calling him "the Austrian Jewish Marxist scholar, I. Rennap" is a little like citing the novelist Currer Bell instead of Charlotte Brontë who at least published under that name (to get read safely), if not as bad as "the Pinner songwriter Reg Dwight".
Panner, Austrian/British and based in London, was an active member of the Communist Party, although overruled at key times (see Franzén, 2007). The quote in the clip is from the Conclusion and continues "We have seen how the Jewish question has been solved,..."
"...and have also considered the Zionist problem" (p114, Rennap, 1942).

The book says Stalin has sorted the Jewish question, as he doesn't restrict Jews to only a few professions, he bans antisemitic expressions, and he allows Jews to express their heritage.
Panner/Rennap says that Jews are often a sort of ingredient, allowed confined roles because they are hardworking brain-respecting immigrants who boost capitalism when it needs. And a pawn for scapegoating in downturns.
Further, he says that Jews' land can be a bulwark between the imperialist aspirations of two power blocs. Kept close when needed but a pawn to be sacrificed if needed.
For him Zionism is no answer. Stalinist communism is the answer, bringing Jews into the larger struggle, but not assimilating invisibly: "some Jews remark that Jewish revolutionary fighters struggle for the emancipation of all oppressed peoples except their own."
Panner as many Communists struggled with Zionism. If it were to become a pawn of, funded by, capitalism and Western imperialism, then same old same old. Panner also praised the "heroic work of the Jewish settlers" in Palestine. Pragmatic, seeking bulwarks.
Stalin after WW2 utterly flattened these nuanced positions, decided the state of Israel was capitalist and removed and had killed prominent Soviet Jews. So the Jewish question had NOT been solved as Panner/Rennap hoped, and his conclusion was undermined.
In fact, history shows that Rennap/Panner had misplaced faith, and the far left has needed to revive the question as communism wasn't the answer - but another force happy to discard Jews as a pawn, group them as a 5th column around Israel, and allow only "good Jews" who agree.
