TargetSmart is one source of many tracking early vote, but after digging in, data shows minority turnout is not down everywhere nationwide. Yes it's down in Miami-Dade (TS shows this). But in Philly, Black early vote turnout for example is up drastically, 20% to 38.8% now.
In Allegheny, Pittsburgh, the Black vote is up slightly from 3.5% to nearly 7% now in the early vote.
In Detroit, Wayne county, Black turnout is up from 28% in 2016 early voting to 32.4% 2020 early voting. And in Delaware county, PA, Philly suburbs, the turnout went from 3.9% in 2016 to 11.4% now in 2020. The uptick is not uniform obviously, declines can be seen in NC, Atlanta..
and Milwaukee. So especially the Bloomberg article and the early vote watchers should differentiate where upticks are happening (Philly, Pittsburgh, Detroit) & where declines are happening (Atlanta, Raleigh, Milwaukee). Bloomberg article did not differentiate when analyzing
