There is a risk of of a "restauration" to a traditional vision of the alliance and a desire to do the opposite of Trump: thus invest heavily into NATO and Berlin. Macron would make an ideal partner if Biden pushes for a more autonomous,responsible Europe capable of acting, especially in its own neighborhood. After all, it would be in the interest of a US that will focused on other theaters and pressing domestic issues (Covid is not over!).
The answer is the same for Paris. It will carry weight if it can bring along its European partners and seen as an EU power broker. I wrote this in @ForeignPolicy last year and more recently for @i_montaigne
