So just do it! And that means using hierarchical power (leadership) to insist that it happens. Set targets for an increase!
If we really care about structural change and racial equity, we need a philanthropic funding frame shift. Philanthropy should start from the assumption that all grants should be unrestricted and force ourselves to make the argument about why some need to be restricted support.
