He wasn’t. But he was Kirstjen Nielsen’s right hand, and was directly involved in negotiating key administration policies on the border, including forcing people to stay in Mexico while they awaited entry to the US

And maybe most important: a few months after he wrote his oped, the administration put him forward to brief reporters as what? A Senior Administration Official.
