UPDATE: With *preliminary* 2021 rates for all 50 states +DC & *approved* rates for 28 states, I stand by unsubsidized 2021 #ACA indy market rate changes averaging about +1.2% nationally.

(a lot of states aren't posting final/approved rates until 11/01).

Normally I'd keep updating it until I had all 50+DC *approved* rates, but I'm *way* behind schedule this year, more carriers are redacting their actuarial memos than in prior years, and I'm not seeing many surprises from prelim > final, so I'm putting a lid on 2021 now.
