PCR tests are of course more accurate.

HOWEVER-- they can take a long time to get tested. And you're only gonna PCR test somebody ONCE. And they are also a ton more painful and invasive.
One false positive PCR is very "costly."

But requiring "3 consecutive negative antigen tests on 3 consecutive days" means you'll deal with false positives/negatives much better.
Relying on *one* antigen test is bad. That creates problems with asymptomatics.

But "you're here a minimum of 5 days, and until you get 3 negatives in a row" should deal with almost all the false negative issues.

but folks, there's not gonna be weekly Wacos if we're paying people a quarantine wage replacement, it's in a decent quality hotel, and you get out after a couple days with negative tests. People will comply.
How do I know people will comply?

Because compliance with lockdowns was very high!
Which is crazy, because lockdowns are ridiculous and also basically weren't being enforced. Still blows my mind y'all took that one lying down. We didn't have one in HK so I dunno what I would have done, but that was a big shocker to me.
