I just sent the above tweet & suddenly think I have an answer: The *west* coast of Florida (the Gulf coast), is often described as having the retirees from the Midwest, whereas retirees from the Northeast tend to go to Florida's Atlantic coast. So that might be the connection?

In other words: #BidenHarris2020 thinking Pete will have an especially receptive audience with older Midwesterners. (I note that @BryanBlessey said Tampa/St Pete has a relatively younger populace than the Miami area, but still, many older folks.)
