87% do so mainly out of courtesy, fear of shame/punishment, and due to mandates ('because I have to').

If there was a virus that was visibly taking people out en masse, left, right, and centre indiscriminately, then I believe that 13% figure would be 90%+
(Assuming the disease could be strongly countered through mask use)
