In this meeting all the important court members and warriors were present. Ravana was seeking validation for his deeds and desires.
In the meeting, Kumbhakaran said
" O Ravana! If You had asked us before Kidnapping Sita, Probably you'd be saved from this shameful situation."
In the meeting, Kumbhakaran said

He further added, "The king who doesn't Thinks well before performing any action has to repent it later. And enemies become benefitted by his wrong action even if they are weaker than the king"

Ravana had wise brothers who gave him true advice. But wickedness of Ravana overpowered all the advices brought to him by Vibhishan and Kunbhakaran.
Ravana paid for his deeds with loss of all his army, relatives and his life.
