We r looking at symptoms and not d root cause. The elephant in d room is raising of paddy by farmers in Punjab, Haryana and West UP as a "cash" crop. A crop that is neither soil nor water appropriate in north west India nor a local staple.

It was pushed by d establishment as a "green revolution" "cash" crop & d local favorite namely d Sathi Rice (60 day rice) was actively discouraged. Solution to Delhi's woes lie not in laws or regulations. It lies in suitable change of course with local consultation in crops that

farmers wud raise without loss in returns. There r large parts of waterlogged areas in Punjab/Haryana where Sathi rice cud still be raised or cultivated during d monsoon months. These r few sustainable solutions. All rest is a façade & a knee jerk impractical time buying.

Yes Delhi NCR must tk active measures to put its own house in order on d pollution front before crying wolf come Sept-Oct.
