1. He could be referring to the same thing he brought up with the “bad things happen in Philadelphia” moment in the first debate, saying his poll watchers had been blocked from entering polling places.

They weren’t.

We don’t have polling places until Election Day.
What Philly has are elections offices where voters can request, fill out, and submit mail ballots in one visit. It’s a form of early voting, but not a polling place.

Do courts agree? Yes. The Trump campaign sued over this and lost in Philly and Commonwealth courts.
2. He could be referring to the need to have poll watchers on Election Day — the campaign has been recruiting — and that’s governed by state law. You have to be certified and follow certain rules.

The campaign has repeatedly challenged one of those rules (and lost).
Pennsylvania law says you can only be a poll watcher in the county you live in. The campaign challenged that residency requirement in 2016 and 2020.

State and federal courts have rebuffed those attempts.
