Joe Biden changed his position on police shootings. He

Recently, Joe Biden said that police should deescalate situations. He said as opposed to the police shooting to kill, they could shoot the suspect in the leg. That wasn't what he was saying 10 years ago.
"There's a lot of things we've learned and it takes time, but we can do this. You can ban chokeholds ... you have to teach people how to de-escalate circumstances. ... Instead of anybody coming at you and the first thing you do is shoot to kill, you shoot them in the leg."
Also:

Police roundly panned this it.

"That myth has been around for a long time. And a lot
of Democrats and Republicans have fallen for it," Schrad said. "To be honest with you, Joe Biden has actually been fairly supportive of law enforcement and he's done a lot over the years in different areas supportive of law enforcement.
Well, as it turns out, Joe Biden was fairly supportive and at one time did know that it was not a viable training technique. In 2006, New York state Senator David Paterson [D.-Harlem] introduced legislation which "proposed that any officer who employed more than the
minimum force necessary to stop a life-threatening suspect be charged with felony manslaughter. Law enforcement exploded in protest and Paterson withdrew the bill."

Similar legislation resurfaced in 2010 as "Brooklyn Assembly Members Annette Robinson [D.-Bedford Stuyvesant]
and Darryl Towns [D.-East New York] have introduced a “minimum force” bill that would require officers to “shoot a suspect in the arm or the leg” and to use firearms “with the intent to stop, rather than kill.”"
This legislation was shown to Joe Biden and he scoffed at it:

Biden seemed to see how that this legislation would not work in 2010. He thought it ridiculous. Now, he suddenly thinks it very plausible when running for President. It shows the shift of Biden to the left and willingness of him to flip positions for political expediency.
