The reservation Politics of TN. Below is demography of the population based on 2011 census.

In 1969, the DMK govt formed Sattanathan Commission and Noted that a few castes were taking up the lion’s share of reservation benefits. And so the reservation for BC was increased from 25% to 31%. (2/n)
The commission also Recommended: families of salaried persons whose annual income exceeded ₹9,000, landowners with more than 10 acres of land & business people with taxable income exceeding ₹9,000. This was not considered by the Govt. (3/n)
The MGR government issued an order ( http://G.O.Ms .1156) in 1979, fixing Rs 9,000 as the annual income ceiling for BCs to get the benefits of reservation. To justify the G.O, the government cited the recommendations Sattanathan Commission. (4/n)
After the defeat in Loksabha election In 1980, ADMK increased reservation for BCs from 31 per cent to 50 per cent. Also scrapped the GO for Creamy layer in BC.

The commission identified castes the creamy layer in OBC and recommended that they be removed from the list of beneficiaries. They also recommended 17 communities to be moved from FC to BC, 34 communities to be from BC to FC (6/n)
Instead MGR added 29 communities to the BCs list from FC, without deleting any recommended for deletion from BC list. And the creamy layer movement also was omitted in the GO passed in 1980. (7/n)
In 1989 after the Vaniyar agitation they managed to carve 20% quota for MBC in the overall 50% reservation for OBC when Karunanidhi was the chief minister. And the disastrous move to give convert Christians and Muslims within the OBC giving 3.5 per cent for each (8/n)
In 2011, Chief Minister Jayalalithaa issued a Government Order that the 69 per cent reservation will continue without elimination of the creamy layer, though the Supreme Court gave only one year’s time. (9/n)
Thank you @TheJaggi @ARanganathan72 and Swarajya team for insightful article. There is a miss conception that Open category of 31% is for FC. It is for all caste including FC. After 8 years creamy layer is not removed so don’t question EWS reservation. (10/n)
