Public Health says someone who attended a funeral Oct 12 in Lake Manitoba First Nation has tested positive.
They did not have symptoms at the time but were likely in their infectious period

Dr. Roussin says the health care system capacity is being impacted with these cases. "It's certainly disappointing to be in a position where we need Lanette back to discuss our health care capacity."
Roussin says the cases in schools have been acquired in the community. Very little transmission within school. But they need the new school restrictions because of the community spread.
Roussin says we have had 831 cases and 14 deaths WITHIN ONE WEEK. He says they expect to hit more than 5,000 total cases by the end of the week.
He says Thanksgiving, large gatherings, funerals being linked to many cases, still.

The doctor says a case very likely caught COVID at a faith based gathering and then attended a care home and very likely started an outbreak at that facility.
Someone went to work for an entire week symptomatic, another attended a gathering and then had a large gathering at their own home.
I don't know what more it's going to take beyond what Dr. Roussin keeps saying every briefing to get people to listen.

A known Positive case had a gathering at their home.
If public health contacted you -- could you name all your contacts?
Roussin sounds dismayed, frustrated and exhausted.
Lanette Siragusa starting now..
"The effects of this pandemic continue to escalate and impact" our health care system

Lab sample turnaround time ranges from 29-41 hours Siragusa says.. that doesnt include transport time. Thats just lab turnaround.
She says contact tracing needs are being pooled and staff are being redeployed

Team from the Canadian Red Cross started Friday to help as well. Stats Can is also looking to help with contact tracing and providing staff

Siragusa says 27 homeless people are isolating in a shelter.

If we continue to see cases like this - we will need to do what we did in the spring Siragusa says - when it comes to hospital capacity. Elective surgeries would be pushed
Siragusa says PPE orders continue to be filled and they continue to order
Siragusa says on Wednesday she will have more detailed info on staffing and workers.
Both are begging people to share info about symptoms and close contacts of confirmed cases when you go to medical care. People are not giving the truth and it has meant teams have had to isolate. One instance a patient who was not honest --- sent an entire team home for 14 days.
"We are coming up on what is going to be a defining point in our lifetimes" Siragusa says. "We are not powerless and we are not alone."
If you only ever watch ONE of these briefings. Please watch today's. The tone and urgency is different and it's what people need to hear
Siragusa says there is space in acute care.. but it is definitely getting much busier.
And we got cut down to just two questions because of time.
Roussin says if numbers dont go down, the restrictions again will go to reduce indoor gatherings. He says right now that is the biggest problem.
Resources will be shifted to St. Boniface to help with the outbreak
Winnipeg now has a test positivity rate of 8.3 %. That is INCREDIBLY high.
Roussin shouldn't have to say it but he is. Do not have a Halloween party this year
Roussin asked by @ScottBilleck why they aren't retroactively fining people. He says they are investigating and fines could come. But again says they don't want to stigmatize people. However, people are blatantly putting people at risk right now - holding gatherings while positive
Those examples of gatherings, funerals, people hosting people even while they know they are COVID positive. Those were just from this past weekend. The public health orders in Winnipeg have been in place for WEEKS, and this is still happening.
Siragusa says one surgical team is out in isolation at St. B - the impact is -- they will try to backfill. A few positive cases in the surgery team over the weekend. She says they are trying to keep up with the demand.
Roussin says the backlog in contact tracing was significantly addressed this past weekend. They have scaled up things and they are closer and closer to getting rid of any backlog
Siragusa says they are preparing to hit a critical level in the hospital. They are getting ready to have to redeploy staff or decrease surgery to be able to handle it. She says if these numbers keep rising we will be there "soon"
"We are planning for the worst and hoping for the best" - Siragusa says..
"We really need to change what we've been doing lately." Roussin says. He hopes this raises the alarm for Manitobans.
Roussin says we are well into our second wave. Prolonged contact with people and increasing contacts is what is driving this spike right now
Northern region has a TP rate of 4.8 %. Also very high. Early on in this pandemic Dr. Roussin said anything above 3 would be concerning.
