One of those legislators implicated in creating the legislation which ended the state-owned PEMEX monopoly on Mexico& #39;s energy industry is former senator and current Governor of Tamaulipas Francisco García Cabeza de Vaca. Pay attention because here& #39;s where it gets juicy.
