The letter from US Congress expressing their concern that PEMEX is being given preferential treatment and that the 2014 energy reform, which was purchased through bribes, might be in jeopardy.
The bribery was done by funneling money through a sophisticated network of shell companies and offshore accounts through the contracting company Odebrecht. The case is global in scope. One of those legislators implicated in creating the legislation which ended the state-owned PEMEX monopoly on Mexico's energy industry is former senator and current Governor of Tamaulipas Francisco García Cabeza de Vaca. Pay attention because here's where it gets juicy.

They're credited with (supposedly) changing the way that organized crime operates in Mexico. Their supposed fights over territory were used to justify Felipe Calderón's decision to deploy the military against the civilian population in December 2006 & its associated consequences
According to a 2007 diplomatic cable from the US consulate in Matamoros, Tamaulipas, the DEA obtained statements alleging that Cabeza de Vaca had funded Felipe Calderón's presidential campaign with drug money from the CDG, the supposed bosses of the Zetas
