The common meaning of this mantra is that in vedic period cow was the biggest asset, so people desired more cows. The devtas wishing to get more cows denotes that here Indra means Parmatma

and cow means intelligence. So it means that in order to attain true Knowledge we have to take the shelter of Parmatma. When this Knowledge overlaps our inner inclinations then only we can attain peace, our dissatisfaction will go and all our shortcomings will disappear.

Then we get to attain the wealth of Knowledge, peace & satisfaction. We then become truly complete & rich.

एताया॒मोप॑ ग॒व्यंत॒ इंद्र॑म॒स्माकं॒ सु प्रम॑तिं वावृधाति ।
अ॒ना॒मृ॒णः कु॒विदाद॒स्य रा॒यो गवां॒ केतं॒ पर॑मा॒वर्ज॑ते नः ॥

Translation:

एत - Come.

गव्यन्तः - Of Cows.

इन्द्रम् - Of Indra.

उप अयाम - To come near.

अनामृण - Became non violent.

अस्माकण - Of ours.

प्रमतिम् - Of intelligence.

सु ववृधाति - In good way.

आत् - After this.

अस्य - This.

रायः गवाम् - related to cow wealth

परम् - Wealth in the form of cows.

केतम् - Best.

Explanation :As per Hiranyastup rishi the devtas mutually discussed that we should go to Indradev to get the Cow which was stopped by the demon named Pani. Indra is non violent and he will give us better insight to get more cows and
