Aministrative relation of Fedration of Pakistan undr Art-146 Suggests,
"Confering Powrs to Provncial Governmts or its Offrs wid regard to affrs of the Fedration, wid their consent & undr the Act of Parliament with Payement by Fedration agreed upon or determined by CJ of Pakistan"

So powers can only b conferred upon Provincial Offrs in the Constitution of the Islamic Republic of Pakistan 1973.
