The standard for when leaked info is inappropriate remains elusive to me. The "public interest" standard was reasonably clear and made sense to me, but there seem to be new requirements focused variously on how the leaked info was gotten and who got it.
The "how the leaked info was gotten" standard is itself very elusive. It seems to say that where law-breaking was involved, it shouldn't be leaked, a kind of fruit of the poisonous tree analysis. But lawbreaking is often involved in info leaked from public agencies.
The "who got it" standard is more clear. It seems to say only US citizens can get and share information with the US press. That rule is easier to apply but also seems wrong?
