As I understand the FA proposals for work permits all non-UK/Ireland players will be treated the same. In order to qualify for a work permit (simplified) they will need to be regular internationals or cost >£15m
For PL teams this will cause 2 problems. They will no longer be able to sign up and coming players, only the finished article. Foreign clubs will know the starting price is £15m. The other problem will be developing their own players in-house. We already see stockpiling of talent
The solution at that level is buying/partnering with a club in Europe. You then buy players for that club and, when you think they are PL ready, "sign" them from the partner club for £15m+

At EFL level the picture gets a lot more complicated
If you have a partner club overseas you still won't get a work permit unless you spend £15m+ which would cause massive losses. If you concentrate on the UK market you will find any one of any talent at PL clubs "just in case"
We are already seeing PL clubs retaining players with no chance of making it in their first team. With £1.5-£2.5m annual wage caps in L2/L1 they won't be able to compete. Strategy will switch to youth development but EPPP and the ban on foreign signings will mean talent stolen
So perhaps informal partnerships will follow - something we are working on with @insightMrkt - where groups of clubs loan/trade players for mutual benefit. Either way it is going to be a huge shakeup and it is ridiculous we don't know what is going to happen yet.
