As everything correlates to the plot of 1984, Ryoga is the only one who knows what’s going on, but then again he can’t exactly say anything to the rest of Anthos because they have been made to believe that the “system” is perfect already

One of the fandom’s most widespread theory (I think?) is that Ryoga is actually one of Amagiri’s underlings, but his reason for working in the company is because he wanted to know what exactly happened when Chihiro disappeared (7/?)

That’s why he’s a spy. Side note: Ryoga is the BIG BROTHER. In 1984, there’s a phrase which is “Big Brother is watching you”. In the worst case, it is exactly what you think it is - Ryoga is watching everyone.
