The point about reforming transport appraisal methods is v impt. One argument for A9 dualling is reducing death on roads. That's something which should be done. But as report below shows, the case for A9 dualling did not take account of data on subsequent road safety measures.
If it had, then 'value' of reducing accidents would have been less. Also needs to take into account whether reduction of limit to 50 mph on non-dualled sections could reduce accidents, and impact on health generally of encouraging more traffic, which A9 dualling is intended to do
