Even those who manage to get a “reasonable accommodation” still have to go through the generic intake process that involves exposure and a lengthy waiting period while one part of @NYCDHS doesn’t talk to another. Forcing people with severe anxiety to decide if it’s “worth it.”
The system is built to discourage those in need of shelter from asking for it. It’s not surprising that hundreds of men & women opt for park benches, subways (when they are operating) & sidewalks. Even those with severe health risks are forced to weigh the risks with no guarantee
