Referral made 3 months after 4/18/19, but before 7/26/19. So, call it sometime between 7/19/19-7/25/19 that the criminal referral is made by bipartisan Senate Intel, signed by Warner & Burr.

And then the next morning, at 7:15am, Bannon was arrested on Guo Wengui’s yacht. https://www.justice.gov/usao-sdny/press-release/file/1306611/download
So less than a week after we learn the Senate Intel Committee had referred Bannon & others to DoJ for perjury a year prior, Bannon is arrested for an entirely different criminal scheme. It’s just interesting timing.
So the criminal referral for perjury was made to DC US Attorney Jesse Liu’s office building bipartisan Senate Intel in July 2019. She was pushed/pulled out of the office in January 2020. Barr wanted her out of the DC USAtty office by Feb 1, 2020.
It was reported that they wanted her out and pulled her Treasury nom because of how she handled Stone/McCabe cases. Ok, so then, June 2020, Barr files SDNY US Attorney Berman, tries to replace him with a political hack from the SEC, but fails to push that through. Two months later, on Aug 14, 2020, we learn that bipartisan Senate Intel had referred Bannon, Jr, Kushner, Hicks, to DC US attorney for perjury investigation in July 2019.

IT WAS WEIRD that the political guy Barr wanted to replace Berman with in June 2020 was from the SEC! That was weird. He apparently spoke to trump admin (that means Barr imo) week of June 8, 2020. Barr wanted to get rid of Berman, replace him with a political Barr ally from the SEC.
And the SEC was investigating Guo. Who was tied to Bannon.
All of the events read, to me, like Barr was trying to prevent a Bannon arrest. Because they don’t want Bannon to flip on Trump.

SDNY indicts Bannon for the Build the Wall stuff-boilerplate fraud. Easier prosecution than perjury. Also better for NatSec than a counterintel prosecution (sources/methods).
