Ducey did prohibit local governments from implementing shutdowns, but his definition of "essential services" was too broad –– cities still defied his order. Flagstaff and Tucson in particular.
Arizona's economy is indeed recovering well. JLBC's latest fiscal notes show better-than-expected financial activity. The September General Fund revenue was $1.17 billion, an increase of 0.5 percent over September 2019, which is much better than anticipated at start of pandemic.
Ducey did allow local governments to institute mask mandates, but only after weeks of pressure for him to do so. June 17 (one month after stay-at-home order ended) Ducey punted to cities and counties. It was also the first time he wore a mask in public.
To say he acted "swiftly" would not be the word most Arizonans would use. Cities had already announced plans to issue mandates and 700 doctors wrote him a letter asking for it.
The state did promote mask wearing, but not until after 90% of the state already had mandates in place. Ducey rarely mentioned mask wearing publicly until after June 17. And don't forget the hot dog ad! Some have argued it would have been cheaper to just issue a statewide order.

Also not mentioned: How Ducey refused time and again to increase the state's unemployment benefits, which are at the second lowest in the country. He instead blamed Congress for not acting. Arizona still was the first state to accept new additional benefits from the feds in Aug.
Arizonans watched the state become one of the biggest coronavirus hot spots in the WORLD throughout June and July and Ducey's approval rating plummeted lower than any other governor.
