We examined rocket remnants, impacts & remnants of submunitions that exploded & unexplored duds. +Analyzed photo and video & interviewed witnesses. The use began on the morning of Sep 27.
Cluster munitions are banned because of their widespread & indiscriminate effect & long-lasting danger to civilians. They typically explode in the air & send dozens, even 100s of small bomblets, but many fail to explode on initial impact, leaving duds that act like landmines
The 2008 Convention on Cluster Munitions comprehensively prohibit cluster munitions. Both #Armenia & #Azerbaijan refused to accede to the ban treaty, explaining by unresolved nature of #Karabakh conflict. Both should join without delay!
Regardless of treaty obligations, all parties are bound by Geneva Conventions & must abide by the fundamental principles, which require armed forces to distinguish between combatants & civilians, and military & civilian objects at all times! Indiscriminate attacks are forbidden
. @hrw is aware of #Azerbaijani claims of #Armenia's use of cluster munitions, but haven't yet verified them independently. We've made repeated requests for access to conduct on-site investigations, but not yet granted. Conducting remote investigation & will make findings public
