That’s in part because people want asylum & legal status, for which most believe they qualify (& many did before the laws were redefined)

It’s also in part because most adults who were “released” pending a court date were required to wear GPS-tracking ankle bracelets
That system is not perfect, but it’s very effective at ensuring people show up for their court hearings, and it was far more humane and cost effective for taxpayers to let people wait in the US with family members, friends or churches, rather than be held in detention centers
Now, rather than waiting in detention in the US, most (including many, many children) are required to “remain in Mexico” in dangerous situations with high risks of violence & trafficking—many in makeshift camps, others in churches—with no real due process. https://world.wng.org/2019/09/a_bad_day_in_court
Now, since March, the administration has stopped applying laws to protect those fleeing persecution along the border, including asylum seekers & unaccompanied children whom the Trafficking Victims Protection Reauthorization Act should protect
