On "mission command", this is no exaggeration. On more than one occasion, I went for weeks in command of a submarine without a word to my boss. We are expected to do the job, using the information and priorities we have available, and let our commanders know if we need help.
I have seen "Project Harbinger" as the Admiral discusses here and it is for real, a very cool use of AI/ML.
The Submarine Force will always have tension b/w the rigorous & lengthy training required for reactor plant and submarine operation & the need to educate our officers so the force can generate solid technicians AND capable strategists.

Glad to see the Admiral's emphasis here.
Also no joke: I have seen this review. It was, indeed, a very deep dive w/ a comprehensive set of initiatives resulting. Most importantly, the Admiral's continued (& public) emphasis on the effort will help to drive completion of actions to improve combat readiness. đź‘Ť
A blunt acknowledgment of the problems the force has had with delayed shipyard work, along with some of the corrective actions to whittle away at the issue.

I do hope we see much-needed improvement on this score.
