It's not just the Pope's fault.
The dicastery for communications (DfC) is a mess.
Two members are prefects of Curial congregations.
One is the *patriarch* of the Maronites.

This isn't the original body - Monsignore Dario Edoardo Viganò used to be the prefect, and was switched out for the layman Dr Ruffini later. In the link you can see other appointments - it's still BASICALLY just a skeleton crew. HOWEVER:
The main problem here is that most of these Fathers are taken from all over the place, and already have a lot on their plate. Hello, a Patriarch of a community on the verge of destruction in its homeland? Excuse me? Prefects of other curial bodies? Not enough importance given.
We are living, whether we like it or not, in an age whose tech and infrastructure mandate a 'celebrity papacy', while also making Rome more equidistant to all dioceses through the internet and modernised curial bodies. The Press Office, in such a world, is immensely important.
To illustrate this point - 2 years after the DfC's formation, wherein various different Curial bodies were merged (see 1st link), Pope Francis gives an address in 2017 wherein he insists on the importance of the DfC's work. 1st img: The dicastery was formed in 2015 and in 2017 the Pope gives his address - after TWO YEARS, he is still telling them to hurry up and start employing/training personnel properly.
2nd img: 'Apocalyptic'?! It seems that they know they're underqualified + bewildered.
2018 Francis renames the body from 'secretariat for communicaton' to DfC. 2019 he gives an address - he chides them tongue in cheek for not working multiple times, and makes fun of them saying that they will fall asleep during speeches.
He even awkwardly hands the speech over to the prefect, which obviously wasn't the original plan, since Dr Ruffino then has to awkwardly thank himself in the Pope's words. The whole thing screams, 'Can you actually work, please? We need it.'
