Imagine that there was a tiger on the loose in your town or city, on a violent rampage. Town officials tell residents to stay inside, close their businesses, it is a state of emergency - we need to figure out how to catch the tiger and you don't want to be in its way.
So, the citizens stayed home from work, some had to stay outside to try to keep others safe or to treat injuries the tiger had already given people. But these sacrifices were ok, because the citizens thought that they were still making time/space for the tiger to be contained.
But instead, the town officials spent the time when everyone was making sacrifices doing nothing, and eventually, telling you that the tiger was just going to go away on its own, and that it isn't a big deal, and that you shouldn't be afraid of the tiger.
The people in their homes that were afraid of tigers (for good reason!) stayed in, but others got bored of waiting for the tiger. "I've never seen the tiger, anyway. Its probably gone. I bet it isn't as dangerous or even as big as they say." and they go outside.
When they go outside, they leave their front doors wide open, and when they visit their grandma, they leave her garden gate and front door open too. The kids that go to school leave all the doors open because there's nothing to be afraid of.
At the same time, the people who are treating people from tiger wounds from the tiger's unabated rampage are urging people to stay inside, still. Stop having big parties, and please, keep your doors shut - especially those who not strong enough to fend off a tiger.
"You can't tell us what to do," say the citizens. "The mayor fought the tiger and only got a scratch." You've been lying to us the whole time about the tiger, say the citizens, and we need to get these darn kids out of the house and their dads back to work.
The tiger is still there, though. It doesn't care that you're bored of playing 'hide from the tiger' and it doesn't care if you believe that it exists or not. The tiger is still there, and the government has done absolutely nothing to stop or even slow it down.
The government then says it is developing a magic tiger-killing gun. It will be developed without the usual testing, might accidentally misfire and kill people when you try to use it, and we don't know how we'll get the guns to every single citizen, but it is what it is.
That's where we're at.
