TN HRCE has 4.75 lakh acres of land at it's disposal. Ask yourself this question
Why are only 17 homes out of 1138 in TN run by HRCE?

Now, ask yourself this question. What is happening to the revenue from those land grants?
Now, look at this. This is not stuff anyone is making up. This is the declaration of the Government Department itself https://cms.tn.gov.in/sites/default/files/documents/HR_and_CE_0.pdf
This is the resolution. 16,156 cases involving an amount of 18.45 crores, that is roughly Rs 11400 per case. So, the average rent/lease arrears + interest + penalty = 11,400. These are arrears for many years, which means each property is leased/rented out for probably < Rs 1000
per year. Can you imagine the gall? This is the record of the TN Govt in the last 70 odd years it has been managing this property.
Successive Governments have been pushing for handing over these lands to current lessees. Basically incentivizing theft.
After DMK passed the Archakas Notification, the then HRCE Minister was asked - What happens to the existing priests employed for these small salaries? He replied - They can go and beg outside the temples.
