The order creates a "schedule F" for such positions and places them in the excepted service, which makes it easier for them to be fired (for say, disagreeing with the president on a matter of public health).

IMPORTANT: This appears to be prospective, but would still cover a significant number of positions within government that are currently filled by tenured civil servants but who @realDonaldTrump would prefer to fire for being disloyal (see Fauci, Anthony)
