It's impossible - each Tier is around 12,000 words of text, a mixture of micro-management of everyday lives and unresolvable ambiguity. The problem is trying to cram all of human life into the criminal law. It’s impossible. That is why every new “simplifying” regulation has thousands of words longer with more complicated exceptions. The complication makes it impossible for people to *internalise* the rules.
And if people can’t internalise the rules (including police, who are meant to be enforcing them but have clearly mostly given up) then we lose by far the most powerful weapon we have against the virus: personal responsibility and buy-in to social distancing

There is a case for criminal laws and fines to enforce some of the rules. But the government should have used the three tiers as a chance to think very carefully about hugely simplifying the criminal laws to only work around the extremities and focusing on guidance.
Because we have got to the situation now where people have lost faith in the rules on account of not understanding them. This has degraded trust in government and the law itself. You have to bring people along with you, not just beat them with an increasing number of tiny sticks
