This is extraordinary. I would have thought that given the recent history, the University of Manitoba administration would take a more reasonable stance ,instead of refusing a proposal that would avoid labour strife.

To recap, in 2016 the U of M administration pulled a tabled offer to UMFA at the last minute. Why? Because the government interfered -- illegally -- with negotiations to strongarm UMFA. The Manitoba Labour Board ruled this Bad Faith Bargaining.

The 4-year settlement followed the Bill 28 provisions, including a 2-year wage freeze. Mr. Pallister never proclaimed Bill 28, but instead used it as & #39;persuasion.& #39; He likely knew the Bill would be ruled unconstitutional by the courts. It was.

To summarize, illegal bargaining tactics were used to coerce an illegal contract settlement. In the aftermath of that, one might think that a new administration at the University of Manitoba would want to start building bridges to faculty instead of burning them down.
