according to this twitter help page* (look in thread), Topics on @Twitter are determined by how much people talk about a certain topic and how many interactions they garner (found with machine learning)

#JoJosBizarreAdventure should be a #Topic by now, so rt to make it happen!
i’ve said this various times before, but jojo has a MASSIVE following. it trends all the time when news comes up, and even those outside of it are aware of its existence. looking at the other topics in existence, they look to me like they pale in comparison at times.
having a place where jojo content is concentrated would only help the already huge community thrive. the sheer amount of discussion surrounding the series and its intricacies are enough to fill a tl singlehandedly.
not to say that jojo is the only one deserving of this. honestly it baffles me how my hero academia doesn’t have a topic of its own (even though i’m not actively present on the scene). the way topics are formed feels quite odd all around, but i’m sure it will happen eventually.
