Nebraska's 1115 work requirement waiver getting approved today. Press event with Seema Verma about to happen. Second approval in two weeks, to advance work requirements during a global pandemic and economic recession. We are in silly season... http://netnebraska.org/interactive-multimedia/government/executive-governors-news-conference-261
Nebraska took 2 years to implement Medicaid expansion. But had no problem rushing to approve work requirements.
NE waiver includes reporting burdens on the state, providers, and benes:
Work requirements
Medical appointments attended
Primary care provider selection
Eligibility status
Prescription drugs filled
Health risk screening
Annual health visit
Commercial coverage

If you read the details of the waiver application, Nebraska expects 32% of the population not to get the dental/vision "prime" benefit. This is because the work requirement and other reporting burdens are confusing and arduous. Work requirements don't work. We know this.
This mess of a press conference shows how confusing this waiver is. There are at least 7 distinct items that require the state, provider, and/or beneficiary to consistently report to stay in compliance with the program. It will be expensive, burdensome, and ineffective.
