Nebraska took 2 years to implement Medicaid expansion. But had no problem rushing to approve work requirements.
NE waiver includes reporting burdens on the state, providers, and benes:

✔️Work requirements
✔️Medical appointments attended
✔️Primary care provider selection
✔️Eligibility status
✔️Prescription drugs filled
✔️Health risk screening
✔️Annual health visit
✔️ Commercial coverage
If you read the details of the waiver application, Nebraska expects 32% of the population not to get the dental/vision "prime" benefit. This is because the work requirement and other reporting burdens are confusing and arduous. Work requirements don't work. We know this.
This mess of a press conference shows how confusing this waiver is. There are at least 7 distinct items that require the state, provider, and/or beneficiary to consistently report to stay in compliance with the program. It will be expensive, burdensome, and ineffective.
