Frollo is a self righteous man. He thinks he's above vile common civilians. He's a unjust judge & justifies his actions by thinking it's for "dharma". He thinks it's his duty to punish those not aligned with dharma.

So encountering Esmeralda was a great opportunity to self reflect & realise that he's not really the "holly" man he thought he was. But he decides to deny his true nature; lying to others & himself. His own impurities leads to his eventual annihilation.
