The Judicial Panel of Inquiry is the next theatre of the struggle. My hope is that we can convert our tweets into petitions, organise and mobilize to attend the sittings of the Panel
How to draft and submit a petition:

1) Send an email. Sample below:

Subject: SARS Violation of My Fundamental Rights

Dear Her Lordship,

I am a victim of EndSars and Police brutality; and, please, find here attached petition detailing violations of my fundamental rights.
Please, accept the assurances of my warmest regards.

3. FACTS DETAILING VIOLATION

Judicial Panels are panels of FACTS- they're set up to find FACTS, so give a full and detailed account of the violation; where and when it occurred
4. AVAILABLE EVIDENCE:

a. Show documents, newspaper reports, photos, medical reports, record of arrest, if any, that can establish violations

b. Name witnesses to the violation

c. Identify the officer responsible for the violation
5. HUMAN RIGHTS VIOLATED

(Look at Chapter 4 of the Constitution 1999 - Sections 33 to 44 and indicate your rights that were violated)

Lawyers can also rely on the African Charter
6. REMEDIES OR CLAIMS YOU ARE SEEKING:

a. Compensation
b. Justice - named violator should be made to account for his/her actions

A little explanation here
Judicial Panels aren't court, so they cannot exercise powers of the court to punish violators. See Military Gov Oyo State v Adekunle (2005); Amaechi v Gov of Rivers State (2017)
Judicial Panels can only recommend to Governors that actions be taken against violators. See Okoye v Lagos State (1990).

(Note that a Judicial Panel of Inquiry cannot sit and hear a matter pending before a court of record)
