Shokin was dumping Burisma case since he was deputy head PG in charge of investigations back in 2014. He continued that in 2015 when he became prosecutor general. The fact Shokin was killing the case was well known by UK Serious Fraud Office, who were outraged with lack of cooperation from PGO. SFO didn't receive evidence from PGO to maintain seizure of 23.5 mln in 2014. Shokin showed zero progress with this case despite UK begged for help

Apart from dumping Burisma case Shokin intimidated reformers within the agency, who actually tried to push for Zlochevskyi investigation. We were organizing protests in front of PGO in summer 2015 demanding resignation of Shokin for this. @ggreenwald

Interestingly enough, at the same time as this meeting, the PGO triggered bullshit criminal case against @ANTAC_ua and accessed illegally banking records of our organization in April 2016.
