Our federal judiciary is overworked and understaffed. Here is my solution.

Split the 9th Circuit into the 9th and 12th Circuits. Add enough appellate and District judges to bring the 9th and new 12th up to strength so that cases and appeals don’t last for years.
Bring the Supreme Court to it’s historical strength of one Associate Justice per Court of Appeals. With the DC Circuit, the Federal Circuit, and the new 12th Circuit, this is 14 total Circuits and 14 Associate justices, plus the Chief Justice, for 15 Supreme Court Justices.
Forbid the practice of District Judges sitting as Appellate
judges and add enough Appellate Judges across the country so that they don’t need them. We can end delays in the Courts, increase the number of cases the Supreme Court can consider, and rebalance the Courts.
