That CPD disputed this is problematic to me. This is not a controversial observation made by Calloway, nor is it wrong to look at the way CPD spends its time/money as reflection of priorities. The CPD clearance rates on shootings and murders reflect this.
Reality is, there's like 100 reasons why murders don't get solved. I don't think it wrong to expect CPD to be honest about the reasons that are in their shop (not all of them are) but it wouldn't cast the decisions of political leaders in a positive light.
Some of it is like CPD says, that it's not OK to cooperate. But some of that's on them, too. Some of it is the way CPD assigns/handles investigations, some of it is in number of detectives, some of it is in how people view the police, some of the blame rests in SA's office.
None of these institutions will publicly cop to their shortcomings. It's both understandable and upsetting. Instead of just being honest and saying, "this is where we have done wrong, this is where we fall short," every agency just puts up its hands and gets defensive.
Governing by press release and the public pissing matches, with respect to city violence, is the best evidence we have of top city/county officials putting their short-term interests over the lives of their constituents. I am never surprised, but it should be noted at every turn.
