1) The world’s longest negotiation continues this week.

House Speaker Nancy Pelosi (D-CA) indicated over the weekend that 48 hours was the deadline to secure a universal agreement on coronavirus legislation.
2) If there were to be a deal, it’s hard to see how the sides could settle on legislative language, get members to review it and pass something before election day.

This is complicated as Treasury Secretary Steven Mnuchin is traveling to Israel, Bahrain and the UAE.
3) But it’s hard to see how negotiations could go much slower.

President Trump over the weekend argued that he wants “a bigger number” than Pelosi “wants.”

Does that mean more than $2.2 trillion? More than the original $3.4 trillion for which the Speaker advocates?
4) The President also noted that his push for a large bill “doesn’t mean all the Republicans agree with me.”

That’s for sure.
5) Remember that Senate Majority Leader Mitch McConnell (R-KY) has said repeatedly there were about 20 Senate GOPers who wanted to do nothing else on coronavirus or the bare minimum.
6) That said, McConnell is prepping two measures this week related to coronavirus. One plan would reload the PPP. The other would be a $500 billion plan Democrats filibustered in mid-September.
7) These measures are not expected to go anywhere in the Senate and will likely die on procedural filibusters. That could well be the final nail in the coffin for coronavirus relief before the election.
8) But McConnell did indicate over the weekend that if Pelosi crafted a bipartisan package, the Senate would take a look at it.
9) That said, these bills from McConnell are mainly designed for vulnerable Republican senators to make their closing arguments. It’s also a way for some Republicans to build distance between themselves and the President and demonstrate they are “for” something.
