An NFL style system where money is pooled & spread between clubs could reduce all gaps. In NFL home clubs keep 60% of ticket sales & other 40% pooled. If same applied to EPL with say 60% home, 20% to rest of PL & 20% to EFL would benefit 86 out of 92 & make PL more competitive
People are criticising Joel Glazer, John Henry etc for PBP are wrong. Blame should be directed at Leicester City. By having the cheek to win the Premier League in 2016 & taking one of the Champions League places which should only go to the rich clubs they led to these schemes.
